Cross-platform (Flutter or React Native) wins when one product must ship on both stores with one engineering group and the UI is not fighting the platform. A PWA wins when a store listing is optional and the browser is enough.

There is no default stack. We choose from the brief: offline behaviour, camera and device sensors, how often the OS changes, who will maintain the app, and whether you already have a web team that can own a PWA.
Agencies that start with a favourite toolkit are selling the toolkit. A mobile app development company should be able to defend native and cross-platform in the same conversation, then pick one.
Native iOS and Android when platform behaviour is the product. Flutter or React Native when one team must ship both stores. A PWA when install and offline matter but a store listing does not. QA on real devices, not only simulators, before you submit.
What a first mobile release should include
A first version needs the journeys that earn the download, analytics you will actually read, crash reporting, and a path to update. Push notifications, payments and deep links belong in the scope if they are in the product, not as a surprise in month four.
App Store and Play Console work is part of the job: certificates, listings, privacy labels, review notes. If that is not in the estimate, the estimate is incomplete.
