A website is not a web application
Web application development is the work of building software that happens to run in a browser: dashboards, portals, booking systems, admin tools, customer products. A marketing site can be a CMS. A web application has roles, data, integrations and a release process.

Architecture decisions that are expensive to reverse
The stack matters less than the boundaries. Where does identity live. Which service owns which data. What is synchronous and what can wait. How you will deploy, observe and roll back. Those choices outlast the JavaScript framework of the year.
We use Angular on this site because we maintain Angular products. We also ship other stacks when the brief, the hiring plan or an existing codebase says so. Web development advice that starts with a framework name is incomplete.
Auth, roles and audit trails designed with the first screen, not bolted on. APIs documented enough that a second team could call them. Environments you can promote through, not a single live server. Accessibility and performance treated as acceptance criteria.
What “web development” quotes usually miss
A page-count quote is for a brochure. A web application needs user types, the records they create, the systems they touch, and the reports someone will ask for on a Friday. Hosting, backups, logs and who gets called at 9am are part of the same brief.
If you already have a site, say what must be kept: URLs, content, integrations, analytics. Migration is often more of the job than the new screens.
